ROeID step by step: the digital identity e-Sănătatea Mea asks for

Five steps on your phone, an approval that takes a few working days, and a few pitfalls that send you back to the start. Plus what to do if it does not work for you or you do not have a smartphone. · 6 min read

In brief

ROeID is the Romanian state's digital identity, managed by the Authority for the Digitalization of Romania (Autoritatea pentru Digitalizarea României). With it you log in to public portals without creating a separate account on each one — including portal.esanatateamea.ro, the health portal that opens on 1 September 2026.

You need a smartphone and your identity card. Enrollment takes a few minutes, but approval comes within 24–72 working hours. That is why it is worth starting now, not on 1 September.

If you do not have a smartphone or it does not work out, there is a completely separate route to the health account: through your family doctor (GP), with your ID card. It does not depend on ROeID at all.

Why you are asked for it

ROeID works like signing in with Google or Facebook on other websites, except that it belongs to the state: a single account, recognized by several institutions. It is already accepted on Ghișeul.ro (the national online portal for paying taxes and fees), on the electronic Point of Single Contact, and on various local platforms.

For e-Sănătatea Mea (the national e-health patient portal), ROeID is one of the two ways to get into your account. It is not the only one, and it is not mandatory.

What you need before you start

  • An Android phone or iPhone, with a camera that works well.
  • Your identity card, valid. An expired ID card stops the process.
  • An email address you can actually access, not a forgotten one.
  • A quiet room with soft, diffused light and no glare on your ID card.
  • Ten minutes when nobody is rushing you.

You do not need the new identity card with a chip. The process works from a photo of the ID card you already have.

The five steps

  1. Install the app and create the account. Download ROeID from Google Play or the App Store, enter the details requested, including your email address, and set a password.
  2. Photograph your ID card. A clear photo is enough: the app extracts the details automatically. No glare, no fingers over the text, with the whole document in the frame.
  3. Take a selfie. It is compared automatically with the photo on your ID card.
  4. Record two short videos. One in which you turn your head in three directions requested by the app, keeping both eyes visible, for about twenty seconds. One in which you move your ID card in front of the camera, with your face still in the frame.
  5. Read the text on the screen out loud. There is a voice check, so you need quiet and clear pronunciation.

Then you wait. Your application is validated by the Authority for the Digitalization of Romania, usually within 24–72 working hours. At busy times it can take longer, and 1 September will be a busy time.

When it is ready, you receive a confirmation by email and a notification in the app, where you set your password.

What most often goes wrong

  • A photo with glare. The number one reason for having to start again. Do not use the flash, do not lay your ID card on a shiny surface, and sit near a window, not under a light bulb.
  • An expired ID card. There is no fix for this in the app. The document has to be renewed first.
  • Eyes covered in the video. Glasses with reflective lenses, a cap, long bangs — any of these can spoil the head-turning step.
  • Noise during the voice step. A TV on in the next room is enough.
  • The wrong email address. The confirmation goes there, and there is no easy way to get it back.

If your application is rejected, you can try again. But if you need the health account within a short time, do not keep pushing: start the route through your doctor in parallel.

One thing that cannot be delegated

The check is biometric: a selfie, a video of your head moving, reading out loud. All of them belong to the person whose identity is being created.

This means that nobody can set up ROeID on someone else's behalf. A son or daughter cannot enroll a parent remotely, even with the parent's ID card at hand. You can sit next to them and help with the phone, but the face, the head and the voice must be theirs.

If the person is tired after a treatment cycle, has a tremor or cannot hold the phone, do not force the process on a bad day. The route through the family doctor leads to the same account and requires none of this.

If you do not have a smartphone

It is not an obstacle to getting the health account.

Take your ID card to a doctor who has a contract with the public health insurer, usually your family doctor. They create your account using your CNP (personal numeric code), you give an email address, you receive your username and you set your password. No app and no approval to wait for.

ROeID is still useful for other public services, but you can manage perfectly well without it.

Useful questions

  • Is my ID card still valid on the date I want to start?
  • Do I have access right now to the email address I am giving?
  • Who can help me with the phone during the video steps, if my hand is not steady?
  • If approval is delayed, which doctor contracted with the public health insurer can I go to?

Your next step

If you have a phone, set up ROeID this evening and forget about it for a few days. It is the only part of the whole process that depends on someone other than you, so it is worth starting first.

If you do not have a phone, write down just one thing on paper: "at my next visit, ask for my e-Sănătatea Mea account" — and put your ID card next to the note.
